1:41 one that's an athlete and one that's a cop and I happen to be the cop for that one do the athlete always commentate on how good the bad guys run away like yeah they never have us on the same time it's so it's specific for the clip so like I would say a 30 they're 30-minute episodes and um maybe three clips and and um so each expert talks about a different clip so yeah it would it would have been awesome if it was there were some banter yeah but it was never together what's your opinion on street takeovers they're they're tough man um so there's a new show like tff tough but yes both so there's a new show that came out on shoot I think it's on Prime it's called onall and um it's about the Long Beach Police Department which I thought was pretty cool because um you know you see Crime TV shows it's always the big
2:32 cities and people often forget Long Beach is a bigger city and has a lot of history so it features Long Beach police on the second episode uh training officer and rookie go to a street takeover and my wife's like why aren't they doing anything and sure enough right after she says that business owner comes out and says why aren't you doing anything but you got to think of the mob mentality right you have hundreds of these guys taking over an intersection and you have two four five police officers against the whole mob what are you going to do and you know I'm like ask yeah arrest them how much ammo you got she she like arrest them like well okay so you go to arrest somebody and now now it's the lynching right they they want to get their guys back now you're taking rocks and bottles and we saw that um there was a LA County Deputy that was at a uh Street takeover I think in Montery Park or roseme and the the the as the cars were
3:22 trying to get away one car was repeatedly ramming the deputy and the deputy shoots shoots the guy or shoots the car so it's uh yeah it's it do you create a bigger mess or do you sit back and observe and I think it'll be things will be that's the biggest predicament huh is like the the like I guess mess mess management cuz I think that's things what a lot of people cuz I I would think like if there is some crazy ████ going down if there was a police officer my go-to thing would be like right but then for the police officer they're like there's a lot more pieces on this board that than that I see than what you're looking at and that's something that never runs through my mind right I remember when they had street races and then like cops would come everyone used to run away and then they'll catch like the slowest One V diesel V diesel walking on the side but it's such a different it's a it's it's
4:12 such a different kind of time now where no one runs and then what you do yeah it really is especially in Liberal run counties uh where the district attorney won't file on on misdemeanor crimes um why would they run right they know they have power and numbers and then nothing's going to happen to them at the most they're going to get a slap on the wrist but I think it's a GameChanger when you have maybe now you have a group of officers maybe a dozen officers they finally said hey they're not dispersing with our presence let's go and get a skirmish line and then we're going to say that this is an ilal assembly make those announcements and if they still remain you find the first person as a mob and then you we we do a circling technique where you have a group of officers watching the arresting officer backs arrest them bring them back put them in a car the car goes off and you repeat the process over and over oh and
5:02 I guess after a the theory is after a couple arrests um people likely flee now if they decide they're going to throw rocks and Bottles you have that your 10 instead of an arrest team turns into a skirmish and then you bring additional re resources but it's one of those things if you're a city and you've got a lot of things going on in addition to that street takeover do you throw all your resources at the street takeover cuz someone else could be robbing another place on the other side yeah so it's as a as a Watch Commander is my position I've got to mitigate not mitigate um determine what sour what resources go to what and and make sure that if something were to jump off that I can pull extract those resources and if I have 10 people committed to a a street takeover and they're sucked in now and they can't get their cars out because there's people running around or cars blocked in and I got to get to a fire or shooting they can't go so you

6:43 one time we may only have you know uh if it's dayshift we may have seven street cops and you know SE and when swing shift comes on an additional seven so anywhere between 7 to 14 cops to police the entire city manly when I started we had more cops at our our compliment was 50 50 more cops our compliment was close to 170 so we could afford to have more cops on the street during a shift but you know as as things happened they wanted to defund and and and release the budgets uh to other entities other than police um every Department across the country had to curtail their budget and as a result uh agency sizes got smaller I felt really bad during uh the fires because everyone spread thin thin especially LA County and then you have like the stupid ass ████ that it almost felt like
7:34 um like stupidity is contagious like one arsonist would be like oh you see what's happening over there I'll set a fire over here set a fire over here and you then you just see people like filming people just setting random fires to a bush and then good thing like there's people putting them out right but it's like dude if everyone like acts dumb at one time like you can't even you can't even stop it and then um in like the little ban City where they like arrest the arsonist my mother-in-law she was like oh they caught them and then I was like what do you think they're going to do tomorrow she's like what I'm like they're literally going to release them and then they're probably going to start more fires because of the stupid ass policy she was like that happened to that one that they caught guy with a blorch yeah the one that they were catching in Pasadena he just got released for another arson thing that
8:24 that he did a couple days ago so those are those are tough because uh so we have a new da now in LA county uh I think I mentioned him last time Nathan Hawkman he won where did gascan go cuz I want to move over there don't do that I heard he's he's he's trying to go to Clark County so I'm moving back I'm moving back yay so he uh so Hawkman on his first day all the department heads of every Police Department in LA county got a memo saying that he's resending all of gas gon's policies ████ yeah and then Califor or LA County I forget it was California LA County I think it's LA County pass prop 36 right and um what's prop 36 so it criminalizes repeat misdemeanor offenders so remember the three strikes law yeah that that basically applied to felonies only so what happens to like you know Target when they get the same repeat petty theft guy the guy that steals razors or

12:42 on that arson charge because if we if we're hastily trying to arrain them on the arson and we don't have enough evidence um the judge is going to kick it out and we can't try him on it again cuz double jeopardy right so it's like you know what he had a warrant let's keep him on the warrant he's going to be in jail for at least 30 60 on the warrant and during that time we can build our case for the arson so it's a slam dunk and lock him in on that and we can reintroduce that charge ad charge him at a later time so so the news doesn't tell you that the news tries to dramatize and say oh they let him go on on the arson yes technically we did but here's the reason why maybe that's why that they let that guy go off on the arson but they got him for felony probation violation yes that's precisely why ████ yeah but then he was able to maybe burn four more homes yeah but they stopped him though they stopped him

14:23 two mates to a car um and take them to our our individual jails as a temporary sanctuary for for inmates but what if that wasn't the case what if our jail happened to be full and we could I mean where do you put 4,000 inmates God damn Darwinism at its best I think it's a blessing in disguise you know you see all the you know you immediately saw the Hollywood Elites the people that lived out in Palisades and La that were affected calling out against their politicians right how did you let this happen and then so I'm hoping that there's a reversal there they were still blaming Trump yeah I'm like we've been Democrat RAM for how long and it's like how you guys blaming Republicans like and then uh and I I think it's the same thing for a lot of you know the non-elite folks like the everyday folks that were affected by it's like hey people what they see on

18:36 it and if if the public knew how many fire trucks it took it takes just to get one house um it's eye opening for them so we've had house fires in Elman and Elman is only 10 and half square miles and then you have um four fire stations and people like why would you put four fire stations just in one small City well you have to have a a ladder truck an engine and a quint um which is one of those where the engineer sits in the back and it kind of has to steer from the back I don't know if you've seen those because you have to attack fires from four sides and people don't realize people think oh just get one truck to the front and put a fire hose no you got it's four sides and then the fifth side that people often forget about is on the inside too so as they're fighting on the outside they have to fight fire on the inside so that's five trucks four stations devoted to one house now can you imagine the outbreak

20:16 I I think when it comes to managing budgets uh the public service agencies are the easiest targets because they make up the largest budgets so in any City the police department is going to take up the largest budget next to that's fire so when you look at those big investments into just one department or two departments they they they curtail things like overtime or um equipment or training um and one of the one of the big factors why insurance companies tried to back out of California you guys I'm sure you guys have discussed that where they backed out was the fact that they gave requests to these government agencies to do things like cut back trees um clear you know do vegetation clearances and they didn't do it because it was it cost money to that was their like negotiation in order to like stay yeah right and um you know it all cost money and we decided to not make those
