8:27 have technology and you just said there's City cameras that are government owned that are everywhere yeah when I told you guys about that Pursuit at the airport so we picked that car up from a camera called The Flock system so most municipalities have something called flock or Vigilant but basically they're the same thing they're traffic cameras cameras posted at most entrances into the City and then on top of that businesses can opt to opt in like hey I want a camera in my on my door so in exchange for getting surveillance on your property you have you give the police access to it too so it's a force multiplier um people want Cops to be everywhere but it's impossible but uh with more agencies putting um programs uh I for realtime crime centers is what they're calling them so there there's actually a room and there's people that are cops or or community service officers that are really good at monitoring things sitting
9:18 in a room and they'll they'll see a crime as it happens and they'll radio it and we can be there as opposed to waiting for the victim to get victimize and then calling us we can we can be there a lot quicker so it's a force multiplier the other token of that people are like I don't want Big Brother watching me so it's right now it's a little bit of controversy because it's like is it for the greater benefit of of of the masses and push forward or is it going to be we have to satisfy the the few that don't want that right and I would argue that it's if it's leads to better response time and and safer communities we should have that um but people are saying I turning us into a communist state and stuff like that and sure valid arguments but if you're using it strictly for the purpose of uh enforcement and protection I think it's a great thing to have and now with the public records act in in uh not just California the rest of the country those are all public records so if someone

14:21 they educated themselves we had to train Statewide but you go to some of these agencies in these Podunk cities where they don't train they don't have the luxury of that kind of experience they're the ones that you see on YouTube and Instagram it's never LA County it's never so um so I would say in California you see a lot less of that have you had an experience knowing a bad cop internally and like what happened yeah yeah they got fired uh we had a bad use of force and um it was excessive and and luckily it happened in the jail where we had cameras cuz this was prior to body cams and uh they were taking the inmate um out for transfer and he didn't have his shirt on they were like what happened why did he have um uh marks on his body and um the officer's report was that he uh threw himself into the bars the thing about the bars is
